“Satyagraha, not Surrender” – KKM

We the undersigned friends of the Kabir Kala Manch (KKM) Defence Committee announce that two KKM members, Sheetal Sathe and Sachin Mali both of whom are charged and described under the UAPA as being Maoist Naxalites and declared as absconders are hereby, of their own volition, appearing before peoples’ representatives and the police.
We wish this voluntary appearance of KKM before the police to be a matter of public record and expect the police to restrain from torturing them or implicating them in any false case. We expect nothing less and nothing more than the due process of law.
In appearing before the police, KKM members state that this act should not be construed to be a “surrender” but as a form of “satyagraha” to clear their name and establish the fact that their goal is to fight for justice within the confines of democratic conduct.
The KKM is a cultural organization that has over many years spread its anti-caste, pro-democracy message through music, poetry and theatre. But when atrocities on Dalits and weaker sections of society began to increase, as witnessed in incidents like the rape and murder of the Bhotmange family in Khairlanji, the songs and words of the KKM admittedly became more militant. It is this militancy that brought them under the police scanner.
Less than two years ago KKM members were finally forced to go underground after police began to describe them as Naxalites. Two of their members were charged and arrested under the UAPA.
Fearing police arrest and torture and the possible planting of evidence, Sachin and Sheetal had stayed out of public sight till now. This period of enforced absence from the public stage has been a difficult one for a group as talented and popular as KKM.
Last year KKM began to entertain the hope of working openly again when a documentary film in which they featured, “Jai Bhim Comrade”, began to be screened widely and won a National award.
More recently the Bombay High Court granted bail to two arrested members of KKM, Deepak Dengle and Siddharth, ruling that unless the police makes out a case that an actual crime has been committed by the accused, they cannot interpret the UAPA to arrest people merely on the basis of any alleged ideology.
Emboldened by these events to hope that due process of law can still bring justice even in these unjust times, and encouraged by signs that there is a civil society that will monitor their progress, Sachin Mali and Sheetal Sathe have decided to test the depth of our democratic system.
We must not fail the KKM, or ourselves.

Condemning unwarranted arrest and detention of Student activists
While the democratic space for dissident voices is gradually shrinking,itsimmediate brunt is being borne by activists increasingly facing the wrath of police repression for their ‘dangerousness’ to the status quo. Following the logic, two student activists from Chandigarh, were held by the Andhra Pradesh wing of National Investigation Agency for their alleged threat to the public security of the state of Andhra Pradesh. On 9 March, two student leaders Mandeep Singh, of JagrookChhatarMorcha, Haryana, and Pradeep Singh, a student of Punjab Engineering College and a leader of Students for Society, were picked up on gunpoint by the Andhra Police wing of NIA from Chandigarh. The arrest comes in the wake of following the trend of state repression where not just specific actions or offences but also ideological positions are persecuted.Both student leaders have had an active chronicle of political activism, though they claim to be non-aligned to any political party, the organizations they are affiliated to, are radical left.
After being detained for more than a week and subjected to mental torture including repeated threats of encounter, Pradeep Singh was let off in Bhopal while Mandeep Singh was produced before a court in Adilabad district of Andhra on March 16 and booked under Section 8 of the Andhra Public Security Act. Though, Mandeep has been granted bail, he is required to provide two surety bonds and mandated to present himself at the police station, for one day every month.
The arrest of Mandeep Singh raises questions not only of illegality of unwarranted detention which have come to be accepted as a gradual norm, but also indicts NIA of breaching federal principles. NIA has outreached its jurisdiction in the said case and violated Supreme Court guidelines in relation to procedures to be followed in a case of detention involving different layers of federal structure.
PUDR strongly condemns this illegal detention by Andhra Police and demands withdrawal of charges slapped on Mandeep Singh. We also demand probe into the matter which led to the arrest of two spatially distant student activists of Chandigarh in a case of threat to public security of Andhra Pradesh.

The lawless Andhra Pradesh Special Police in yet another act of impunity have kidnapped Mandeep Singh, a student leader of Jagruk Chatra Morcha, Haryana from Chandigarh. As reported by human rights fraternity from Chandigarh Mr. Mandeep Singh was illegally detained by the Andhra Pradesh Special Police on 9 March 2013 from Chandigarh which is not their jurisdiction. He was kept in illegal detention since 9 March and was produced most probably at the court of Mancherial in Adilabad district, Andhra Pradesh only on the 16 March 2013. A false case was slapped on him under the draconian Andhra Pradesh Public Security Act. This has been the modus operandi of the Andhra Pradesh Special Police to kidnap people from other states and keep them under illegal confinement for days to torture so as to extract confessions from the detained. Given the criminal track record of AP Special Police it was inevitable that Mr. Mandeep Singh would have met with the same fate of the likes of others like Cherukuzhi Rajkumar (@Azad) or Hem Chandra Pandey who were similarly kidnapped and killed in custody. But for the massive protests and cases filed against the acts of impunity of the AP Special Police have to some extent curtailed the beast in them that this time they have decided to create a fanciful story of arrest of Mr. Mandeep Singh in one of the districts in North Telangana.
What had created more concern is the whereabouts of another student Pradeep Singh of Punjab Engineering College, Chandigarh who has also been illegally detained by the notorious AP Special Police since 9 March. For some strange reason Pradeep Singh was released to one of his friends at Bhopal in Madhya Pradesh. The AP Special Cell is answerable as to whether the law permit them to keep Mr. Pradeep Singh under illegal confinement for more than five days to be released in an intriguing manner at Bhopal to one of his friends. The more desperate fact is that the apex courts in India has time and again raised their concerns about the growing impunity and criminality of the police and paramilitary only to remain silent after that without any course of concrete action to stem the deep rot. Instead the order of the day is the police of all hues going unabated filing false cases and manufacturing evidence flouting all norms and procedures and last but not the least indulging in the worst forms of torture to extract the so-called confessions. Arrests based on third party confessions have become the standard operating procedure of the police with the AP Special Police leading the rest in this trade.
CRPP condemns strongly the lawless, mafia-type conduct of the AP Special Police and demand a judicial probe be conducted into such criminal conduct and the culprits brought to book. Once again the media which sensationalise every criminal act of the police and indulge in blatant media trials towards manufacturing consent to implicate anyone under the garb of fighting ‘terror’ has maintained a criminal silence on this count wherein the role of the police in violating the law is evident. Only the vigilant and freedom loving people can uncompromisingly fight such fascist tendencies of the state and its police when there is already talks going on about the constitution of the National Counter Terrorism Centre (NCTC) despite several reservations and concerns raised from several quarters about the ravages such a body can create in the length and breadth of the Indian subcontinent. Rather the modus operandi of the AP Special Police is a forerunner towards how an NCTC will actually operate at the ground level or even without such a body the notorious AP Special Police has already been performing that role of picking up people from other states not under its jurisdiction, keeping them in torture chambers for days and finally showing them either killed in fake encounters or if the detainee is a bit fortunate in trumped up cases in some of the districts in Telangana or Andhra Pradesh. We need to resolutely fight this!

Chhattisgarh - Preliminary Report on the Fact Finding in Bijapur :

In the three weeks from mid-January till the first week of February, several villages in the Bijapur District of Chhattisgarh experienced the terror of the armed forces of the Indian state. The CRPF, Chhattisgarh state police, erstwhile SPO’s of the Salwa Judum along with various coercive arms of the state orchestrated a systematic targeting of villages, burnt down hundreds of homes, ostensibly in random, further, burnt down the schools built by the people, picked up villagers, young and old, and physically tortured them while their homes burned to the ground. The affected villages are Pidia, Tomnaka, Singham, Lingham, Komati, Tomudum, and Kondapadu, and in each of these between eight and thirty homes were burnt down by the armed forces. In the village of Dodi-Tumnar, a school with hostel facility for about a hundred children, both girls and boys, run by the Janatana Sarkar was looted and then burnt down by the invading forces in the last week of January. Two battalions of about 1000 CRPF personnel each, besides Koya commandos and SPO’s arrived at the village school at 9 am on that day. They systematically proceeded to destroy the school after firing into the air twice. Even as the students and the schoolmaster fled into the forest, the armed forces caught an old man on his way to the field and chopped off his hand with his own sickle. Following this, the forces looted the storeroom and the kitchen of the school, poisoned the water well, and destroyed the roof, walls, and furniture of the school before finally burning it to the ground. They then marched to the nearby village of Pidia. This village, that houses approximately 265 homes, witnessed first hand the ruthlessness with which the armed force burn down the homes and livelihood of those who stand up for their right to life and liberty. Close to thirty homes were burnt down in one part of this village alone. The charred remains of the homes, cattle sheds, storerooms, utensils can be seen littered with empty bottles of beer and other brands of alcohol. It is clear that this planned attack is part of the routine of military life that participates in wanton destruction and celebrates the impunity they enjoy.
By burning schools and homes, looting sources of livelihood, and physically torturing hundreds of adivasis, the state attempted to legitimize the violence in the name of ‘development’. This methodical burning of homes and schools reveals the carnival of violence practiced by the forces to intimidate, brutalize and squash the spirit of those living in these parts without any concern for consequences. The villagers were forced to remain in the forest for three days as the force camped in the village as well as the hills surrounding the village. A few young men were picked up by the armed force and brutally beaten. Most of the men were released while one still remains in jail. They looted the means of livelihood and sustenance in the village. Before leaving, they burnt the leftover rations and supplies of the villagers that they had looted. Traces of the violence faced by the village can be seen in the charred remains of homes, shelters, and broken utensils and fences. Here, it is the Janatana Sarkar to whom the villagers turn to in times like these. The Janatana Sarkar provided medicines and food to the affected villagers. It is now also helping them rebuild the burnt homes. Even as the bare frames of the homes are being rebuilt pillar by pillar and brick by brick, the spirit of resistance is visible for all to see.
The Indian state orchestrates these operations in states like Chhattisgarh in the name of ‘developing’ the area. These are also done as measures to counter the rise of revolutionary forces that have organized the people to stand united against such forms of oppression. These people practice policies that give primacy to the development of the people living here. Here, development does not mean filling the coffers of the state. In these policies for development, the people are the primary concern. When state sponsored forces attack the people, their homes, their schools, and their livelihood, they are attacking their right to life. This right to life that should be most fundamental and universal for all within this apparently democratic country is being denied to those who have remained historically deprived and marginalized in the fringe of the concern of the state. Today, these people are paying the price for resisting the injustice inflicted on them by being forced to live without any assurance of the most basic rights this country accords to its citizens, losing all means of livelihood, and most crucially, in blood.
In the name of developing the country the Indian state officially launched a massive operation of plunder of natural resources in 2009 by displacing thousands of communities living in the states of Jharkhand, Chhattisgarh, Orissa, Maharashtra, Andhra Pradesh and parts of Bihar, West Bengal and Karnataka. This ‘operation’, ironically called Operation Green Hunt by the corporate run media, undertaken by the current Central Government, expropriates the wealth of the country that rightfully belongs to the people for the benefit of imperialist forces. This wealth, in the form of resources of land, water and forests, is sold to exploitative multinational companies and comprador bourgeoisie. In turn, the resistance of the people has been termed an ‘internal security threat’ by the current Prime Minister who expresses his loyalty to the model of ‘development’ that feeds these corporate sharks. The revolutionary forces along with the people in these parts strive to fight this war waged by the Indian state against its own people. In keeping with the spirit of resistance against injustice, the people have consistently stood up against the machinations of the Indian state even as it signs hundreds of MOU’s that sell-out land, mineral and forest resources of the country. The price paid for these corporate deals is the blood of those who stand up for their right to life, livelihood and liberty against the oppressive Indian state. This resistance by the people represents an alternative model for people’s development, which aims at collectivization of resources in opposition to the Indian state’s model of corporate development. It is this revolutionary change that the Indian state aims to crush by calling it ‘terrorism’ and ‘internal security threat’.
The state sponsored ‘cleansing’ programme like the armed vigilante gangs of the Salwa Judum began their operations in 2005. The state officially declared its programme a ‘hunt’ in 2009. This hunt, since its inception, resulted in large-scale violence on people. There is a need to recognize the overlap between the official ‘hunt’ and the ‘cleansing’ done by these state funded vigilante groups that are nurtured and endorsed by the state to split the people from within as they stand up against the anti-people policies of the state by asserting their right to land, livelihood and resources. Even as the media projects this ‘operation’ as part of the effort to wipe out the ‘Naxal infestation’, the very form that this resistance takes militates against this projection. The resistance has roots among the people who have faced the worst atrocities at the hands of this semi-colonial Indian state. These are not mere victims of displacement, deprivation and destruction. These forms of resistance have historically taken root among people who recognize the violence inflicted on them by forces that expropriate land and resources to feed the bottomless pit of capitalist greed.
The armed forces use the government school buildings in the area as camps in the name of fighting Maoists. These schools become the centres from which the armed forces operate in the area. It creates conditions where access to education is rendered near impossible for those living in these parts. This has affected the basic right of education for the entire adivasi community and specifically the children in the region. Further, in regions where these governmental institutions do not exist and are built by the people themselves, the armed forces attack such schools, shelters, irrigation tanks, wells, and basic amenities of those living in these densely forested areas. These are wanton actions of destruction. This is not merely a question of ‘law and order’ or state control. By attacking homes, means of livelihood, and schools, the armed forces of the state inflict not merely physical violence that has become the norm in the region, but this is part of systemic violence of deprivation, displacement and destruction. This exposes the ‘development’ rhetoric of the state as an open farce.
The armed forces continue to commit such atrocities with impunity to displace the people living in the area to fulfill the State’s agenda of ‘development’ as seen in the hundreds of MOU’s signed with corporate houses, agencies, and MNCs. This clears the path to exploit the resource-rich land, water, minerals and forests. This onslaught of violence and exploitation of the people and their resources by the state machinery in the name of development and fighting revolutionary forces exposes the nexus between the state, coercive forces and the corporations that aim to exploit the land and its resources. The casualty of this ‘development model’ has been the adivasi community as they are denied the most basic rights of education, livelihood and liberty. This form of state repression on the people has been visible over the course of ‘Operation Green Hunt’ and visible in the anti-people policies adopted by the state. We must recognize the atrocities committed by the state, expose this nexus of imperialist exploitation and stand by the people who have organized themselves against the state as it attempts to displace them.
These people have resolved to fight back by developing schools, shelters, tanks, wells, and such amenities. These are everyday forms of resistance that the state aims to break, by burning down homes and schools and torturing some physically while inflicting collective violence on the lives of people. The collective development of people adopted by those fighting back the ‘model of development’ of the state provides the revolutionary alternative to the imperialist and feudal designs of corporations and the comprador bourgeoisie. As the state commits such atrocities against the people everyday and normalizes its forms of violence, the people have militantly resisted. As the state speaks the imperialist language of ‘freedom’ and ‘development’ on one hand and participates in wanton destruction of life, livelihood and liberty on another, it depends on our silence and implied consent. We need to break this silence and stand up against the injustice inflicted on the hundreds. We need to stand together with the struggling masses; the thousands of displaced and deprived people who have resolved to fight back. Today and everyday hence, we must condemn the atrocities committed by the armed forces of the state on the adivasis of Chhattisgarh and elsewhere; expose the nexus between the state, feudal landed interests and corporate houses in these resource rich areas; recognize that this war on people is being fought by those who recognize their right to jal, jangal, jameen and against the Indian state in its effort to displace people to expropriate their land, livelihood and resources for its imperialist designs.

पूंजीवाद के अंतर्विरोध और मौजूदा संकट :



अरुण फरेरा एक लेखक, कलाकार और कार्यकर्ता हैं, जो झूठे आरोपों के तहत कई वर्षों तक जेल में रहने के बाद कुछ महीनों पहले छूट कर आए हैं. यहां उन्होंने पूंजीवादी संकट, इसके खिलाफ दुनिया में जनता के संघर्षों और भारत में क्रांतिकारी मार्क्सवाद की संभावनाओं और चुनौतियों का संक्षेप में आकलन किया है ;


 हाल ही में लालच को लेकर दैनिक टाइम्स ऑफ इंडिया में लेखों की एक शृंखला प्रकाशित हुई। सप्ताह में दो दिन छपने वाले इन लेखों की परिणति आखिरकार दिसंबर, 2012 के मुंबई के साहित्योत्सव में हुई। इस तरह की विषय- वस्तु (थीम) के चुनाव की तार्किकता का कारण आयोजकों ने रजत गुप्ता और विजय माल्या जैसे बड़े पूंजीपतियों का 'लालच' बताया (जिनका उल्लेख पतित हुए देवदूत के रूप में किया गया न कि गंभीर पाप के तौर पर!)। लालच के प्रति ये घृणा विडंबना ही थी क्योंकि यह एक ऐसे समाचारपत्र से आ रही थी जो कि 1990 के बाद के आर्थिक सुधारों का कट्टर समर्थक रहा है और जो भारत के शासक वर्गों के हितों का पुरजोर समर्थन करता है।

2008 में जब सबप्राइम मॉर्गेज यानी (आवासीय ऋण) की समस्या पैदा हुई थी तो उसने पूरी दुनिया को वित्तीय संकट में डाल दिया था। तब से अब तक पूंजीपति वर्ग और उस पर पलनेवाला मीडिया सरलीकृत कारणों जैसे कि 'लालच का अतिरेक' की बात करता है। अर्थव्यवस्था और वैश्विक अर्थव्यवस्था में दिलचस्पी रखने वाला हर कोई गंभीर छात्र जानता है कि पूंजीवाद शोषण और मांग (इसे लालच पढ़ा जाए) के दो पक्षों पर टिका है। गोकि कीन्स स्कूल के मतावलंबी सिर्फ अमेरिका के सेंट्रल बैंक को ही कोसते हैं कि यह मुख्य वित्तीय संस्थानों और बैंकों को सही ढंग से नियमित नहीं कर पाया। इस स्कूल का मानना है कि इस तरह की मुद्रा नीति की वजह से ही लगातार गुब्बारा अर्थव्यवस्थाओं के पैदा होने का चक्र चलता है जिसका परिणाम रह-रह कर होने वाले दिवालियापन में होता है। सदी की शुरुआत में डॉट कॉम गुब्बारे के फूटने के बाद आवासीय ऋण का गुब्बारा भी ऐसे ही फूटा। लेकिन अत्यंत जोखिम भरे आवासीय ऋणों के व्यापक वित्तीयकरण और सट्टे से यह संकट सिर्फ आवासीय क्षेत्र तक सीमित नहीं रहा और अंतत: इससे वैश्विक पूंजीवादी व्यवस्था का पूरा ढांचा ही चरमरा गया। यद्यपि यह विश्लेषण एक हद तक सही है पर यह पूंजीवाद की आंतरिक कार्यप्रणाली और इसके अंतर्निहित अंतरविरोधों का सही मूल्यांकन नहीं करता। यह नवउदारवाद को कटघरे में खड़ा करना है, पूंजीवाद को नहीं।

दूसरी ओर मार्क्सवाद उत्पादन के सामाजिक चरित्र और संपत्ति के निजी क्षेत्र द्वारा हथियाये जाने के अंतरविरोध को ही बीमार पूंजीवाद सबसे अहम और खतरनाक द्वंद्व मानता है। ज्यादा से ज्यादा धन की होड़ के लालच में पूंजीपति वर्ग मजदूर वर्ग के श्रम से पैदा हुए अतिरिक्त मूल्य पर, उनकी मजदूरी को दबा कर कब्जा करता है। नतीजतन मजदूरों की क्रय क्षमता कम होती जाती है जिससे सामाजिक उपभोग में गिरावट आ जाती है। इसके बाद से अति उत्पादन का संकट बारबार पैदा होता जाता है। पर्याप्त मांग के न होने से जब मुनाफा कम होने लगता है तो पूंजीपति निवेश में कटौती करता है और मजदूरों की छंटनी करना शुरू करता है। इस कदम से संकट कम नहीं होता बल्कि और बढ़ जाता है। पूंजीवाद के जन्म से ही वैश्विक अर्थव्यवस्था ऐसे संकट से बार-बार और चक्राकार रूबरू होती रही है। मौजूदा संकट भी इसी की एक कड़ी है। सबप्राइम मॉर्गेज के संकट में भी अमेरिका (और दुनिया भर) में वेतन या मजदूरी को जिस तरह से बारबार कम किया गया उसके कारण आवासीय ऋण की अदायगी असंभव हो गई। ऐसे में बकायेदार यानी डिफॉल्टर्स की तादाद बढ़ती गई। वित्तीय क्षेत्र के विस्तार और उत्पादन क्षेत्र के ठहराव ने सोने पर सुहागे का काम किया। आखिरकार 2008 में विश्व अर्थव्यवस्था चरमरा गई।

वित्तीय पूंजी के भरभराकर गिरने की हकीकत के साथ अब अंतरराष्ट्रीय पूंजीवाद के सामने मुद्दा था कि वह इसे कैसे संभाले और फैलने से कैसे रोके। अपने शुरुआती दिनों में उसने मान लिया था कि यूरोप को बचाया जा सकता है। परंतु ब्रिटेन में नॉर्दर्न रॉक बैंक के तुरंत ढहने के साथ ही यह भी गलत साबित हो गया। पिछले कुछ सालों में यूरोपीय संघ (ईयू) इस संकट से बहुत गहरे प्रभावित रहा है। तब इसने इस संकट से पूरे यूरोपीय आर्थिक ब्लॉक को ढहने से रोकने के लिए ग्रीस, इटली और पुर्तगाल में व्यापक पैमाने पर राजनीतिक और ढांचागत सुधार किए।

भारत ने अपनी तथाकथित उभरती हुई आर्थिक ताकत की हैसियत के साथ, मान लिया था कि वह अपने को इस संकट से अलग करने में समर्थ है। परंतु पिछले कुछ वर्षों के आकलन ने इसको भी गलत साबित कर दिया। आठ जनवरी 2008 को बंबई स्टॉक एक्सचेंज का सूचकांक जो 20,873 अंक की ऊंचाई पर था वह 20 नवंबर 2008 को 8541 अंक तक गिर गया। वास्तव में, भारत के शासक वर्ग ने दलाल बुर्जुआ और सामंत वर्ग तथाकथित आजादी के पिछले 65 वर्षों के दौरान, साम्राज्यवाद के हितों के मुताबिक अर्थव्यवस्था को विकसित किया है। सोवियत संघ के ढहने के बाद, संयुक्त राज्य अमेरिका की ओर स्पष्ट और उत्तरोतर शिफ्ट हुआ है। इस नव उपनिवेशीय चालित अर्थव्यवस्था, विशेषकर 1990 के दशक के आर्थिक सुधारों के बाद, ने भारत को विश्व साम्राज्यवाद के साथ बहुत अधिक एकीकृत कर लिया और उसे विकास के लिए विदेशी निवेश और व्यापार पर आश्रित बना दिया। यही कारण है कि घरेलू अर्थव्यवस्था अपने आप को विश्व संकट से नहीं बचा पाई। वर्ष 2010 में भारत में आने वाला प्रत्यक्ष विदेशी निवेश 42 प्रतिशत तक गिर गया, जो संकट के पहले के आंकड़े से भी कम है; और वर्ष 2012 की पहली छमाही में उन्होंने इसे 42.8 प्रतिशत से 10.4 अरब डॉलर तक पहुंचा दिया। विदेशी निवेश में कमी का भारत की विकास दर में तुरंत रुकावट के रूप में असर पड़ा, जिसमें 2003 से 2008 के बीच नौ प्रतिशत तक की गति आई थी। इस स्थिति से निपटने के लिए शासक वर्गों ने पूर्व में लगाई गई पाबंदियों में और ढील देनी शुरू कर दी। और तो और अब तो मीडिया में प्रत्यक्ष विदेशी निवेश को व्यापक स्तर पर मंजूरी दे दी गई और खुदरा क्षेत्र में प्रत्यक्ष विदेश निवेश को पूरी दृढता से लागू किया गया।

भारत के दलाल बुर्जुआ ने इसका इस्तेमाल दक्षिण एशिया के अपने परंपरागत पास-पड़ोस से अपना प्रभाव क्षेत्र बढ़ाने के लिए किया और अफ्रीका जैसे दूसरे महाद्वीपों में रास्ता बनाया। वर्ष 2011-12 के दौरान अफ्रीका में कुल भारतीय सहायता और निवेश 150 करोड़ रुपए हो गया, जो कि वर्ष 1997-98 में महज दस करोड़ था। इसी तरह भारत और अफ्रीका के बीच व्यापार वर्ष 2000 में तीन अरब डॉलर से बढ़कर 2011 में करीब 60 अरब डॉलर तक पहुंच गया। बीते दशक में भारत-अमेरिका परमाणु सौदे के मामले में भारत के दलाल बुर्जुआ ने अपने साम्राज्यवादी आकाओं से अधिक रियायतें लेने की कोशिश की थी। कभी-कभी तो अधिकतम रियायतें हासिल करने के लिए इस बुर्जुआ वर्ग ने साम्राज्यवादी आकाओं की प्रतिस्पर्धा का फायदा उठाने की भी कोशिश की है। रक्षा सौदे इसके कुछ उदाहरण हैं। अमेरिकी लड़ाकू विमानों को फ्रांसीसी राफेल के लिए ठुकरा दिया गया। यह दस अरब डॉलर का सौदा था। एक और मामले में अमेरिकी दावेदारी को रूस के पक्ष में ठुकरा दिया गया। 35 अरब डॉलर का यह सौदा भारत के पांचवीं पीढ़ी के विमान को विकसित करने के लिए था। ऐसा करने के बाद भी भारत में ये शासक वर्ग भारत में नव उपनिवेशीय शोषण का मुख्य वाहक बना हुआ है।

मार्क्सवाद समाज की महज व्याख्या भर से ही संतुष्ट नहीं होता, बल्कि ये इसके बदलाव के साथ सरोकार रखता है। और मजदूर वर्ग के नेतृत्व में वर्ग संघर्ष की धार को पैनी करके ही इसे हासिल किया जा सकता है। मौजूदा वित्तीय संकट और इससे पैदा हुए जनसंघर्ष, दोनों ही पूंजीवाद के मार्क्स वादी विश्लेषण को सही ठहराते हैं। अंतरराष्ट्रीय पटल पर पिछले दशक में योरोपीय देशों के मितव्ययिता उपायों के खिलाफ श्रमिक वर्ग के संघर्ष छाए रहे हैं। इससे पहले भी ग्रीस, इटली और फ्रांस में मजदूरों का काफी उग्र और राजनीतिक संघर्ष हुआ था। यहां तक की 'ऑक्युपाई वॉल स्ट्रीट मूवमेंट' की शृंखलाओं से संयुक्त राज्य अमेरिका भी अछूता नहीं रहा और उसके कई शहरों में फैल गया। वर्ष 2011 के विसकॉन्सिन विरोध प्रदर्शन ने वित्तीय संकट से निपटने के लिए अमेरिकी चुनावी विकल्पों के खोखलेपन पर सवाल उठाया था। हालांकि यह 'ऑक्युपाई मूवमेंट' पूंजीवाद में सुधारों के लाभ तक सीमित था, बजाय कि इसे उखाड़ फेंकने के।

इस संकट के दौरान पूंजी और श्रम के बीच का अंतर्विरोध तेज हुआ है, इसलिए भी विश्व पूंजीवाद के अन्य अंतर्विरोध तीखे हुए हैं। साम्राज्यवाद और उत्पीडि़त राष्ट्रों के बीच अंतर्विरोध को अमेरिकी कब्जे के खिलाफ अफगानी प्रतिरोध साम्राज्यवाद और उत्पीडि़त राष्ट्रों के बीच अंतर्विरोध का प्रतीक है। खर्चों में बढ़ोतरी और प्रतिरोध के बावजूद अमेरिकी साम्राज्यवाद के लिए अपने आपको अफगान झंझट से छुड़ाना मुश्किल हो गया है। इसी तरह अरब वर्ल्ड में आंदोलनों ने साम्राज्यवादी कवच में दरार को उजागर कर दिया है। अमेरिका उनको या तो अपने साथ कर लेना चाहता था या उनके गुस्से को वहां के स्थानीय शासकों, जिन्हें वह 'नापंसद' करता था, के खिलाफ भड़का देना चाहता था, जैसे कि लीबिया और सीरिया के साथ किया। परंतु, क्रांतिकारी बदलाव के लिए होने वाले आंदोलनों के अभाव में सच्चे लोकतंत्र से अरब देशों की जनता वंचित रही। मिस्र में पहले मुबारक और अब मोरसी की सत्ता के खिलाफ जनता के इन निरंतर विरोध प्रदर्शनों ने सच्चे जनतंत्र के प्रति लोगों की दृढ़ता को ही प्रदर्शित किया है। 



तथाकथित भारतीय आजादी के पिछले 65 वर्षों में भारत में मार्क्सवाद दो विपरीत धाराओं का गवाह रहा है। एक संसदीय वामपंथ है, जिसका नेतृत्व मार्क्सवादी कम्युनिस्ट पार्टी (माकपा), भारतीय कम्युनिस्ट पार्टी (भाकपा) और अन्य संसदीय दल जैसे रिवोल्यूशनरी सोशलिस्ट पार्टी (आरएसपी), फॉरवर्ड ब्लॉक आदि करते हैं। संसद में पहले यह प्रभावी ताकत थी, लेकिन बाद में इनका प्रभाव कुछ राज्यों जैसे पश्चिम बंगाल, केरल और त्रिपुरा तक ही सिमट कर रह गया। अब बंगाल में वाम मोर्चो सरकार की हार के साथ ही इनका पतन और भी स्पष्ट हो गया है। इसे कुछ लोग भारत में मार्क्सवाद की असफलता के तौर पर उछाल रहे हैं। दूसरी क्रांतिकारी मार्क्सवादी धारा है। यह तेलंगाना और तेभागा संघर्षों के दौरान चिंगारी के रूप में उभरी और बाद में नक्सलबाड़ी के बाद मजबूत हुई। घोर राजकीय दमन और आघातों के बावजूद यह क्रांतिकारी धारा धीरे-धीरे मुकम्मल 'नव जनवादी' विपक्ष में तब्दील हुई है, जिसमें सशस्त्र वर्ग संघर्ष उसका मुख्य अंग है। यह गरीबों में गरीब की तबके का प्रतिनिधित्व करता है, जो शासक वर्ग के विकास मॉडल को सीधे तौर पर चुनौती देता है। इस धारा का मुख्य रूप से प्रतिनिधित्व सीपीआई (माओवादी) करती है (जिसे शासक वर्ग ने देश की आंतरिक सुरक्षा के लिए सबसे बड़ा खतरा बताया है), और देश के विभिन्न हिस्सों में बहुत सारे क्रांतिकारी समूह स्वतंत्र रूप से काम कर रहे हैं।

पहली धारा का पतन मार्क्सवादी सिद्धांतों पर टिके नहीं रहने के कारण हुआ। सच्चाई यह है कि जिन राज्यों में इस वाममोर्चे ने शासन किया वहां इसने बहुत ही प्रतिक्रियावादी तत्वों के साथ गठजोड़ किया, जो कि दलाल बुर्जुआ और सामंती शासक वर्गों के हितों का प्रतिनिधित्व करते थे। साथ ही अन्य संसदीय दलों की तरह जन विरोधी नीतियों में संलिप्त रहा। नंदीग्राम और सिंगूर के विस्थापन विरोधी संघर्ष और बाद में राज्य सरकार की प्रतिक्रिया और दमन इसकी साफ तस्वीर पेश करता है। संसद में वाममोर्चा खुद को राष्ट्र की संप्रभुता और धर्मनिरेपक्षता के रक्षक के तौर पर पेश करता है, लेकिन संभावित चुनावी गठजोड़ों की खातिर अपने स्टेंड के साथ आसानी से समझौता कर लेता है। वे कश्मीर और पूर्वोत्तर की उत्पीडि़त राष्ट्रीयताओं तथा दक्षिण एशिया के देशों के बरअक्स भारतीय बुर्जुआ की अंधराष्ट्रवाद तथा विस्तारवाद की भूमिका को समझने में भी असफल रहे हैं। विचाराधारत्मक तौर पर यह संशोधनवादी प्रवृत्ति मार्क्सवाद के लिए मुख्य खतरा बनी हुई है। भारत में क्रांतिकारी मार्क्सवाद की सफलता इस पर निर्भर करेगी कि वह इस संशोधनवाद का विचारधारत्मक और साथ ही व्यवहार में कितने प्रभावी तरीके से करता है। क्रांतिकारी मार्क्सवाद की दूसरी चुनौती गैर सरकारी संगठनों (एनजीओ) का विकास है। कभी खुले और कभी छिपे तौर पर इनका साम्राज्यवाद के साथ जुड़ाव रहता है, ये सामाजिक और राजनीतिक विरोध के हर क्षेत्र पर छाए रहते हैं और राज्य के हर प्रतिरोध से तालमेल बैठा लेते हैं। बहुत सारे पूर्व मार्क्सवादी, प्रगतिशील और ग्रास रुट एक्टिविस्ट राजनीतिक सक्रियता के बेहतर आमदनी वाले सुरक्षित पर आकर्षक जाल में लगातार फंसते जा रहे हैं।

क्रांतिकारी धारा का विकास उसके भारतीय वर्ग समाज का सही विश्लेषण और क्रांति की स्पष्ट रणनीति से माना जा सकता है। छत्तीसगढ़ और झारखंड के सबसे पिछड़े इलाकों में प्राथमिक तौर पर केंद्रित करने का चुनाव, दरअसल शहरों को घेरने की रणनीति से प्रेरित है, ताकि क्रांतिकारी ताकतों के भ्रूण केंद्र के रूप में आधार क्षेत्रों को तेजी से बढ़ाया जा सके। हालांकि जबरदस्त दमन ने उन्हें सशस्त्र संघर्ष के अपने इलाके में सीमित कर दिया है, जहां वे भारतीय शासक वर्ग के लिए अजेय ताकत बने हुए हैं। उनके नेताओं और शहर में बसे कार्यकर्ताओं की गिरफ्तारी और मार दिए जाने के कारण क्रांतिकारी आंदोलन को बड़ा नुकसान पहुंचा है। इस सघन दमन के कारण मजदूर वर्ग और शहरी आंदोलनों और राजनीतिक प्रचार पर उनके असर को सीमित कर दिया गया है। हालांकि इस धारा के पास राजनीतिक क्षमता है कि वह भारतीय जनमानस के व्यापक गुस्से को भारत में क्रांतिकारी परिवर्तन के लिए दिशा दे सके। 

सोवियत संघ और चीन के समाजवादी आधारों को धक्का लगने के बाद, अब यह दावा किया जा रहा है कि वेनेजुएला मार्क्सवादी विकास के नव वाम मॉडल को दिखा रहा है। इसे '21वीं सदी के समाजवाद' के तौर पर पेश किया जा रहा है। अक्टूबर 2012 में हुगो शावेज की चौथी चुनावी जीत के बाद से इस तरह के व्यक्तव्यों की बाढ़ सी आ गई। वर्तमान शावेज सरकार 1990 के दशक के उत्तरार्ध में वाम झुकाव वाले दक्षिण अमेरिकी सरकारों जैसे ब्राजील, उरुगुवे, बोलिविया, इक्वाडोर और निकारागुआ की लहर में सत्ता में आई थी, जिसे 'पिंक टाइड' के नाम से भी जाता है। लातिन अमेरिका पारंपरिक रूप अमेरिकी साम्राज्यवाद का पिछलग्गू माना जाता है और वहां अमेरिका विरोधी उग्र जन आंदोलन होते रहते हैं। तथापि, संयुक्त राज्य अमेरिका के वर्चस्व का धीरे-धीरे कमजोर पडऩा, लातिन अमेरिका में चीन का प्रमुख भागीदार के रूप प्रवेश और पेट्रो डॉलर का उभार इस क्षेत्र में अमेरिका विरोधी 'राष्ट्रवादी' सरकारों के उत्थान का कारण है। वेनेजुएला की अर्थव्यवस्था में चीन अमेरिका के बाद दूसरा सबसे बड़ा व्यापारिक साझीदार है। (समयांतर, फरवरी, 2013 से साभार)
